As per a couple of comments on the video:
There were a number of prolific and infamous murderers in Germany during the Weimar years - I'm not sure the song is specifically about any one of them, but rather more about Fritz Lang's film 'M', which was also inspired by several such crimes. Like Lang's film, the song is not altogether unsympathetic towards its subject.
Peter Kürten (26 May 1883 – 2 July 1931) was a German serial killer known as both The Vampire of Düsseldorf and the Düsseldorf Monster, who committed a series of murders and sexual assaults between February and November 1929 in the city of Düsseldorf." Now be a good person and stop spreading ......manure for self serving reasons...
