It seems, it is only for visa on arrival, only for Russian and Ukrainian citizens.

More complicated is however as said in this video, foreigners will not be allowed to rent a motorcycle - what does this mean, so foreigners should rent a much more expensive car?

About Indonesia, only a part of this large Islamic island nation of 277 million people is suitable for tourism.
Wide parts of Indonesia are not welcoming tourism from abroad, especially Western part (Aceh, North Sumatra, hardliner Islamic area) many other parts do not offer much either for holidays, even dangerous to go there - and what is left is mainly Java Island with the capital Jakarta, Bali and some other islands where Christians and Hindu are also living.

Yes, drunk Russians, but also drunk Brits and other foreigners are not only causing some trouble in Indonesia, but also in Thailand and elsewhere.... but you have to consider the large number of foreign tourists, millions of them - and some are troublemakers and have to be arrested and deported...

However the huge number of these Russians and Ukrainians do not cause trouble in Thailand.

About Russians, Thai immigration was surprised, how they can pay all their bills despite those international sanctions and checked out many of them while they applied for visa extension and it turned out in ALL cases, that these were not the poor Russians, but Russians with money - with creditcards issued outside of Russia, holding banking accounts outside of Russia etc. Also Russians are known in Pattaya, that they rarely mix up with local girls. They always bring with them a wife, or girlfriend, some even their entire family with parents, children, even grandparents.... Some even buy condominium units... Why not?

If Indonesia - a country which was always reluctant towards tourists and does not offer good long-stay conditions (for example retirement, selling condominium units to foreigners etc.) - does not want them, they will just move on to somewhere else - they have money....not really a problem for them... some Indonesian low-income people might become jobless, but for the Indonesian government this does not matter, their politicians don't care much about them.

Thailand, Philippines, Cambodia, Vietnam are fairly open to Russians and Ukrainians.. also no problem to rent a motorcycle, as public transport is not everywhere available.

Not everybody from Russia makes problems, at least not in Bali.

The problem isn't necessarily drunken foreign tourists acting like drunken foreign tourists. The problem was specifically Russians and Ukrainians overstaying their visas (the VOA is 30 days) and illegally taking employment that the locals believe should go to them. Evidently, Bali shares the same issue as this forum: an abundance of myopic, ignorant individuals. Yes, there are Russians and Ukrainians selling things in Bali (both legally and illegally), and many of them are using motorcycles to become unlicensed uber drivers, but the economy will expand in the long run. If they allowed people to legally open businesses, their economy would grow even faster and more employment would be created, but instead they are attempting to close down. The reason why Bali was so popular with refugees from Ukraine and Russia was because flights to Bali were simply much, much cheaper than flights to, say, Istanbul or Dubai. Flights from Russia to Istanbul were costing more than 10,000 euros. The price of flights to Dubai increased to 7,000 euros. Flights to Bali were just 700 euros.
