The rise of the welfare state has coincided with the decline of the American state. The proliferation of welfare programs has broken down the behaviours, social norms and cultural standards that lead to self-reliance, generating a pattern of growing inter-generational reliance upon government handouts. By undermining productive social norms, welfare creates a need for even greater succour in the future.

As far as the welfare state goes, its growth was inevitable. All empires eventually get around to creating efficient centralized production systems which involve a relatively small proportion of the population. Therefore the meme of trading labor for access to resources becomes obsolete and the rest have to be supported on welfare of one form or another. It would be good if the welfare could be distributed so as to reinforce desirable traditional values, but there are various sociological reasons why the opposite tends to happen.
