Does a man have the right to abandon his children?

A man can have a variety of reasons why he abandons his children. It may not even be his fault; a crazy ex-wife who won't allow visitation rights.
A man may have lost his job and cannot provide adequately for his kids. He may feel discouraged and not a good provider for his family.
A woman expects a man to be a strong provider, no excuses. She wants him to work to death for HER needs especially.
Does any man have the right to be neglectful of his progeny? Is Winston justified for being a not-so-present father?
