Based on the two definitions and two schools of thought of what it means to be an Arab, either point of view is correct.
If being an Arab means descending through blood from the original tribes of Arabia such as those of Saudi, Yemen, etc., then the Levantines are not Arabs, but Arabized Phoenecians and Assyrians.
But if you go by the modern definition of the Arab League-a citizen of an Arab country whose language is Arabic- (and it is the AL that decides, not us)then these Levantines are (now) Arabs.
Anyway, it is for the Arab World to decide who is an Arab and who is not.
