It looks like a bunch of nonsense, which is to be expected given that Sandy Hoax probably didn't happen.
It seems a bunch of entertainment industry people came together and pitched the idea of staging an event to get support for a raft of political and business issues. Gun restrictions, security systems, that sort of thing. This is a perfectly legal and normal way of doing business under the Smith-Mundt Act. Passed in 1948, this act allows the US government to stage events for political purposes overseas and was amended in 2012 to allow such activities in the US.
