After years of struggling financially, Susan Rick thought things were looking up when her boyfriend won $250,000 from the Illinois Lottery last month. She could stop working seven days a week, maybe fix up the house and take a trip to Minnesota to visit her daughter.
No word from him, but she's sure gonna do a lot with his money.
 My sides!!

If they win, don't they still get "paid" (or not) in IOUs?

They are better off without the money. It will probably only destroy them. Do you think they would use that money to uplift themselves into a better situation? More than likely within 12 months they'd be broke again, but in a worse position.

One of largest revenue earners for every state is the lottery. If they are declaring they can't pay the very rare winner that hits a jackpot or a large prize, then the state is basically bankrupt. Why do most people even play the lottery? It's just a waste of money for everyone except the winner that was lucky enough to win. Guess the winners might never see their winnings because the odds are the state could go bankrupt and the winners would need to accept a major loss when the state write-offs their debt, or the dollar could collapse in purchasing power so even if they got the money it wouldn't buy as much or be worth as much.
