I think that's a problem with structural engineering rather than architecture. The engineers are responsible for making sure buildings stand up, etc. The architects and engineers argue,

Architect: "But if we do that, the building will look too blocky."
Engineer: "The way you've designed it, it the building will collapse."

There are also codes and inspections in developed countries.

I would argue that part of the problem is that structural engineering and architecture are separate "professions", though they should be one. I recently finished reading The Timeless Way of Building. The author, Christopher Alexander, built many houses and when he did he operated as both architect and builder.

Throwing that aside, I said architecture because the balconies were solely designed for "decoration". What an ugly concept. This epitomizes how ugly modern architecture is. If something like a balcony is designed just to be looked at it and not used it is really depraved. It's as depraved as seeing slutty woman.

In Mexico this wouldn't be a problem though because they use concrete or real wood for everything.

Two of my workers associates were killed. If you look at the balcony, you can see the wooden beams cover in a stucco closure which favors humidity; ergo fungus and bacteria growth. Really stupid. Moreover, the wooden beams should have been steel reinforced. Also, 17 people shouldn't have been out there. That's like 2500lb.
