S21- Might some have deserved it?

Several years ago I toured the S21 prison museum in Phnom Penh, Cambodia. For various reasons which are not important, I got to walk around it for several hours on my own. Since I was bored and on my own, I explored every inch on it. The place has its ghosts. It shows the banality of evil. It was very emotionally moving. But subsequently I thought, knowing Khmer culture as I know in now, might S21 not have been a reasonable response to the flaws of Khmer culture, and a lot of the victims have in fact got their just deserts? I'm not saying they did. I'm seriously interested in this topic.

Oh by the way, for people who don't know, S21 was where about 11000 people thought to be politically unsound were tortured and killed during the Khmer Rouge regime of the late 70s.

You probably have virtually all of us at a disadvantage in knowing something about Khmer culture.
