I don't think this writer understands the cost of building subways. Above-ground light rail typically cost $20-$40 million per mile, and subways can cost up to 3-digit millions per mile to build (see; Seattle). Singapore is a small island city state vs. Canada is the 2nd largest country in the world. Light rail only makes sense in densely populated urban areas of Canada. In areas with lower density, it's much cheaper to build freeways at cost of $2.x million per lane mile.
