I also use the Fuente Pension House sometimes (near to hospitals, National bookstore etc.), which is near the Robinson Department, people working there are very nice, rooms not bad at all, restaurant on the roof has good food. About USD 20,-

But as Taco said already, do not expect too much about room quality in Cebu within the city around the Osmena Circle and Mango Square etc. This is a 3rd world country.
Openly said, a wide area of CebuCity and the cities around like Mandaue are nothing but a slum.
The problem with SM-Mall and Radisson is that this is the hotel for business travellers, and while all is OK with the Radisson and the SM-Mall, there is nothing around in this area, just warehouses, factories and port area.
About upper class accomodation, I prefer the Marriott Hotel connected with Ayala Mall.

A typical USD 100,- is the Marriott, but there are also other hotels around the Ayala Mall.
As language is no problem I can only recommend to walk around, enter the hotels, ask for price and request to see the rooms.
You cannot trust what is shown to you on leaflets or on internet pages.
However
www.agoda.com is a good information, as you can list out many Cebu Hotels with approx. room rate and location as low as USD 6,,- and up to several 100s of USD.
How much do you intend to spend for accomodation and how long do you consider to stay there? Over one month? If yes, you might consider to rent a serviced apartment and not a pension house room.
