Are Cupid Sites Exempt from IMBRA?

A while back I joined MexicanCupid and ColombianCupid.
I don't recall filling out any IMBRA forms.
Are they exempt? Why?

Which dating sites have to be IMBRA Nazis, and which sites can skip it?
