Either PenFriend Mthod or Chance meeting method Which?

First of all I did Try the Penfriend Method Both on & Off from Philippines, Russia, Ukraine &
Brazil. But I did not get The results I wanted.


So Therefore Is the Chance Meeting Method Truly the Best way to do this?

If so then share with me your thoughts on this & Thanks!!!
