Best City in Europe to buy property?

Hey guys,
I was talking with an uncle, who is interested in buying a apartment in Europe. Hence, I'm wondering for those of you who have experience buying property, where would you recommend?

Does he want to live there or rent it out? If the former, what is he looking for in a place to live? What's his budget?

Live there for a few months per year. Center of the city, easy to hook up with hot girls. His budget is the price of an studio/1 bedroom in any big american city.

Bearing in mind how much damage Covid Crazy Time has done to the hooking up way of life, along with everything else, I'll boil down a lot of considerations and just say that I would look in Bucharest. Hot women -- check (as for the ease of hooking up with them, mileage varies considerably from one individual to another, of course). Within his budget in the city center -- check. Looks like he could get a small place in the center for around $60K.

Apartments tend to be quite expensive in the larger cities of western Europe, and significantly more so in the city centers (unlike the U.S., where city centers are far less vibrant). If he wants a large city, it will probably need to be in eastern Europe (no place to be right now, obviously), or southern Europe. I think the Balkans are the best bet at the moment, and maybe under normal circumstances too, especially if he's going to spend time there in the non-summer months.

If he plans on being there mostly in the summer, he might want to look at the beach communities in Bulgaria, like Sunny Beach. They overbuilt condos there, so you can get some really good deals, both within and below his budget. Prior to Crazy Time, Sunny Beach was party central, a much cheaper Ibiza. Dead in the offseason, though. If the cretins who run Bulgaria allow it, I suppose the country's beach scene can approach its previous glory.
