Are people mostly scum now?

On preparing to move out of my apartment I was surprised that my landlords offered me generous terms on moving back in, free storage, a glowing reference etc. despite the fact that it is not as if I am known for my personability, sobriety or proclivity for housework. However, it turns out that if you pay your rent and utilities on time, don’t deliberately pick fights with your neighbours, don’t trash the place and don’t steal the fixtures, this now makes you a fantasy dream tenant that landlords view as the stuff of legend. Is that actually how it is now? Is adhering to what we previously held as basic societal norms the exception with the average person being a piece of shit?

At least your landlord isn't scum. In America a typical landlord would judge you on some irrelevant factor like your credit score. Nothing of substance matters in America.

The only place in America where non-scum can be found, to my knowledge, is Idaho.

Why Idaho? I am curious what makes it better than the rest of America in your opinion?
