Not working out in Chicagoland also occurs because Chicago's long, cold, and brutal winters are a prison, keeping everyone indoors. Riding a bicycle when it's 40 or colder is foolish and suicidal as your sweat saturates your clothes, your clothes become drenched by your own sweat, they lose all of their insulation, and before you know it, you may as well be wearing nothing as your own sweat begins to conduct the deep freeze through your clothes and into your body, which is a recipe for hypothermia. And no fabric of any kind can ever retain any insulation when wet.
