A fair number of these "rapes" probably didn't involve violent penetration, but rather, a guy the woman didn't consider "worthy" perhaps being too a bit overeager due to lack of experience.

In some respects I think the age of nation-states is coming to an end,giving way to more global regional blocs. What I hope though is that there is still an avenue for local control and counter critiques, rather than a total top-down order.
