yeah, they have to end corruption, bring back the death penalty (supposedly suspended to get the pope to visit) , they need land reform, and they need birth control

The death penalty deters. The recent evidence show that for every murderer you kill--you save 22 innocent peoples lives. The death penalty is extremely effective at deterring murders.
