No free hook-up, you pay, how much depends on you, maybe yen 20.000 to 30.000 should be ok for 90 minutes or so, including love-hotel room rent.
Around USD 200,- or USD 250,- something like that.

Keep in mind that some of them are minor-age, make sure before you agree to go with her to any love-hotel or club, massage, soapland etc... that the girl is 20+. Japanese are not good with foreign languages, conversation might be difficult.

Japanese law is a grey-zone. Street prostitution is illegal, especially if a male or female between is approaching customers for introduction - however it is not illegal to meet in a private room if nothing can be seen or heard from outside, away from the street and to exchange money for sex - if both are 20+ of age.

Foreign girls are also in a grey-zone, the Japanese law says, that every foreigner who is living SOLELY from income of prostitution related business will be deported. Therefore a foreign girl who is doing some other regular job, even part-timer (supermarket, warehouse etc.) as a student, might not be considered breaking the law, if she occasionally accepts money from men in return of sex...

In Japan, it's somewhat similar (but more expensive of course) compared to Thailand, Philippines and other Asian countries.
Not allowed by law, but difficult to control and police will act only in case of minors, trafficking, violent disputes etc.
