BEE is Black economic empowerment, or legalised theft from whitey. It is an encompassing form of affirmative action to take from whitey and give to darkie. It has a series of laws:
Code 100: Ownership: blacks must own over 30% of businesses, not buying shares or building a company, having it handed over
Code 200: Management & Control: Blacks must be in senior management
Code 300: Employment Equity: Blacks must be given preference in hiring
Code 400: Skills Development: Blacks must be given training
Code 500: Preferential Procurement: If a white and black tender for the same job it must be given to darkie even if he is 20% more expensive
Code 600: Enterprise Development: Assistance to black business
Code 700: Socioeconomic development: levy on companies to hand money over to darkies
Codes 800 – 807: Qualifying Small Enterprises: Whitey need not apply
"black people" is a generic term which means Black Africans, Coloureds and Indians, anyone not white. The Chinese individuals (who were considered under Apartheid as honorary white), have been reclassified as "black" after the Chinese Association of South Africa took the South African government to court and won. However it is still discriminatory against some of these 'blacks' as black gets more points than coloured, who get more than indian, who get more than chinese. White male is zero points.
You get weighted on every job by how blacks control or benefit from:

Management Control 10 points (40% to 50%)
Employment Equity 15 points (43% to 80%)
Skills Development 15 points 3% of payroll
Preferential Procurement 20 points 70%
Enterprise Development 15 points 3%
Socio- Economic Development 5 points 1%
And as blacks still fail and whitey still gets ahead it gets more severe with ownership now at 35%
That means whitey is often forced to employ people based on skin colour to avoid discrimination by potential clients, who acnt give you work if you are noncompliant
It forces businesses to consider the race of any potential applicant instead of making decisions purely based on qualifications and experience, hence race is often the determining factor in finding employment. To avoid that, whitey must have skills that darkie can't do.
BEE has also caused a brain drain, where the qualified white expertise emigrating to countries where they would not be discriminated against. A more clever darkie like Mangosuthu Buthelezi is a strong critic of BEE and says "the government's reckless implementation of the affirmative action policy is forcing many white people to leave the country in search of work, creating a skills shortage crisis".
Like anything of negroid origin, is is based on theft, taking from others and taking no responsibility yourself for building or generating wealth.
