Seatbelt laws (what's the proper focus?)

I find it fascinating that here in the US, the government forces you to wear your seatbelt by threatening you with huge fines (i.e. money is most important). In other countries they encourage you to wear your seatbelt by reminding you that life is precious.

Wow. Those 1st two adverts made me quite sad inside in fact, unlike the one used in the US which had zero emphasis on human life.
