Were the Nazis unique?

In the sense that they were perhaps the only government ever that wanted to serve the interests of the ordinary people of their country. There don't seem to be any other examples. Modern regimes are mostly mercantilist colonial projects of some sort which often translates to outright hostility to people living in their project country when they no longer serve a purpose. In feudal society there is a web of contractual relationships, but not generally some overall concept of the national good. Maybe the Nazis were the only people in history to think what was good for normal decent people and then carry it out.
