What makes a dollar strong?

What makes a dollar strong or weak? Or a yuan, or peso, or whatever? It seems it just randomly pays for something or it doesn't. Why is that? Also, why does it matter if someone just prints money? I'd think it would still pay for things.

The thing that determines value is the power of the issuing authority to force people to use the currency, such as to collect taxes and court judgements in it, have people accept payments in it from them etc. Within that context, a lot of things go into determining its value.

Forward deployment of nearly 1,000 military bases around the world, and the obvious willingness to shoot up any country that doesn't make nice with the dollar.

On a side note, yesterday the Chinese explicitly committed to joining Russia militarily as needed, and Trump talked about getting out of Syria. The ZOG will quickly let him know what they think about that, and he'll soon be singing a different song. ZOG appears determined to have a war.
